• Long Term Care System Transformation
On February 12, 2009, Governor Granholm issued
Executive Order 2009-3
, which abolished the Office of Long-Term Care Supports and Services and required its functions be integrated into the Michigan Department of Community Health. Effective October 1, 2009, the functions of the Office are being shared between the Medical Services Administration and the Office of Services to the Aging. These changes are designed to take advantage of each administration's strengths, enhancing their respective roles in nurturing and fostering Michigan's long term care reform efforts.
The Medical Services Administration (MSA) is managing the Centers for Medicare & Medicaid Services (CMS) funded Money Follows the Person grant, the Civil Monetary Penalties request process, and nursing facility transition work with the Centers for Independent Living, as well as the integrated managed care initiative. These additional responsibilities are a natural fit for the MSA and its current work on long term care policy issues.
The Office of Services to the Aging (OSA), Long Term Care System Transformation Section is managing the CMS funded State Profile Tool grant and the System Transformation grant, and the Center for Health Care Strategies (CHCS) funded Long Term Care Insurance Partnership grant. The Section is also providing support to the LTC Advisory Commission and the Consumer Task Force. Assigning these particular functions to OSA will allow for their continuity and support, on both a state and national level. |
