Office of Recovery Oriented Systems of Care

Effective June 9, 2013, the Behavioral Health and Developmental Disabilities Administration (BHDDA) was re-organized under a new structure that integrated all community based services (mental health, substance use, addiction, prevention, developmental disabilities), and integrated the systems that support those services (contracts, quality and planning, and performance monitoring). This change is reflective of what is going on at all levels of health care delivery and financing. The Office of Recovery Oriented Systems of Care (OROSC) was established within the Bureau of Community Based Services. The areas within this bureau are not divided by diagnostic line or between community mental health or substance use disorder services, but by functional areas crossing diagnostic lines.

As part of its statewide leadership role, OROSC works in partnership with local agencies to address the individual needs of each area. OROSC strives to accomplish its goals through prevention, treatment, and recovery initiatives.

FY13 TO FY14 STRATEGIC PLAN FOR SUBSTANCE ABUSE AND ADDICTION SERVICES:


VISION
A future for the citizens of the state of Michigan in which individuals and families live in healthy and safe communities that promote wellness, recovery, and a fulfilling quality of life.

MISSION
Promote wellness, strengthen communities, and facilitate recovery.

PRIORITIES
  • Establish a recovery oriented system of care (ROSC).
  • Reduce underage drinking.
  • Reduce prescription and over-the-counter drug abuse.
  • Expand integrated behavioral health and primary care services for persons at risk for and with mental health and substance use disorders.
  • Reduce problem and pathological gambling.
  • IMPLEMENTATION PROCESS
    The Office of Recovery Oriented Systems of Care (OROSC) will infuse cultural competency in its system with the specific goal of improving quality of services and health outcomes while reducing disparities. Further, the OROSC is committed to utilizing the Strategic Planning Framework (SPF) Model in the implementation of the four Strategic Plan Priorities. The SPF is an evidence-based and data-guided five-step planning process, the five steps are:
    1. Assessment of population needs, resources, and readiness to address the problems and gaps in service delivery.
    2. Mobilization and building of capacity to address needs.
    3. Development of a comprehensive plan to implement each priority.
    4. Implementation of evidence-based programs, interventions, practices, policies, and infrastructure.
    5. Monitor progress, evaluate effectiveness, and sustain effective evidence-based, interventions, practices, policies, and infrastructure development.

    OROSC seeks to address the many issues raised by various forms of addictive behavior that are found within our society and the consequences of those behaviors. The staff of OROSC is comprised of individuals with expertise in the full range of issues that are present in the field of addiction. It is their mandate to provide statewide leadership to individuals actively engaged in confronting problems in the field, irrespective of where those problems may arise.

    OROSC works with other areas in the Bureau of Community Based Services on the issues of Integrating Mental Health, Substance Use and Physical Health Care and Integrated Treatment for Co-occurring Mental Health and Substance Use Disorders.


    ORSOC staff are assigned to several areas, a brief description of each follows:

    Prevention – State and federal funds are used to support and expand the prevention infrastructure in Michigan. We are involved in reducing youth access to tobacco and underage drinking, and providing parenting awareness resources. Please click on Prevention to learn more.

    Treatment – Through regional coordinating agencies (CAs), treatment services are provided to clients that include detoxification, inpatient and outpatient care, short and long term residential therapy, and access services for women and families. Opioid treatment medication, including methadone, is provided by opioid treatment programs (OTP). Please click on Treatment to learn more.

    Recovery – OROSC is committed to developing a recovery oriented system of care (ROSC) in Michigan. The focus is moving beyond symptom reduction and helping people to achieve sobriety, to assisting people with building their individual, social, and community resources to promote long-term recovery and community wellness.     The following support services related to our work are handled by other areas within the BHDDA:

    Contract Management – Contracts are required of those receiving funds from this office. Contract managers develop, manage, and monitor these contracts.

    Data Management – The data specialist manages the substance abuse client data and performance indicator systems.
