State Transportation Improvement Program
Call for Comments

Creating more jobs and stimulating growth in the economy continues to be a significant challenge for government and the private sector at all levels. To address this challenge, the U.S. Congress is considering a possible second economic stimulus bill that will include additional funding for infrastructure and jobs investment similar to the Recovery Act.

One potential change is a provision to have 50 percent of the full program under contract within 90 days. Normally, this process takes 120 days or more. Clearly, we will need to move fast to meet the requirements. Although a second stimulus package has not been passed, and there is no guarantee one will, we can begin certain critical actions now to be prepared.

Therefore, MDOT is accepting public comment on proposed projects for potential federal funding under a second economic stimulus bill. Please e-mail your comments or questions to MDOT at MDOT-STIP-Comments@michigan.gov. Thank you.

STIP Fiscal Years 2008-2011

The State Transportation Improvement Program (STIP) is a list of projects that the state proposes to fund with federal aid in the fiscal years 2008-2011.
What's included?

  • Road, bridge and transit projects located exclusively in rural areas
  • The transportation planning processes
  • MDOT's transportation goals
  • The public involvement process
  • A financial plan that compares annual resources to new commitments.

Not included are:
  • Projects in larger metropolitan areas. Those projects are listed in the Transportation Improvement Plans (TIPs) prepared by local Metropolitan Planning Organizations (MPOs).
  • Some smaller safety and heavy maintenance projects. These projects will be selected later this year after further analysis of highway conditions.
  • Local projects on federal-aid-eligible roads selected through the Rural Task Force or Small Urban Program project selection process. These projects are grouped as a single line item in the STIP rather than being listed individually.
