People Serving their First or Second Prison Term

Why it Matters: Over 80% of people entering prison per year come on their first or second prison term. As a point of reference, both first term and second term figures are shown below. A declining rate or number in this area means we are utilizing a larger percentage of prison beds for more habitual criminals who have not taken advantage of rehabilitative programs in the past. Lower figures here indicate we are doing a better job preventing people from entering the corrections system, thereby enhancing public safety and breaking the cycle of crime.
