The Neighborhood Stabilization Program Substantial Amendment to the State of Michigan 2008 Consolidated Plan

Planner HUD‘s new Neighborhood Stabilization Program (NSP) provides targeted emergency assistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities. The State of Michigan has been allocated $98,653,915 to address the areas of greatest need within Michigan. The State submitted its NSP Action Plan Substantial Amendment to HUD for approval on November 26, 2008.  

The State of Michigan‘s NSP substantial amendment describes how it will distribute and use the NSP funds in accordance with the requirements of Section 2301(c) (2) of the Housing and Economic Recovery Act, 2008.   

2009 Competitive Application Notice

MSHDA's 2009 Competitive Application for the Neighborhood Stabilization Program (NSP) is now available for download through the links listed at the end of this section. The application due date is April 23, 2009.

Please note this application does not address multifamily rental housing; information on using NSP for multifamily projects will be posted at a later date.

Eligible Applicants for this competitive application round are:
  •   501 (c)(3) nonprofits;

  • Land banks organized under the Land Bank Fast Track Act;

  • Non-NSP funded local units of government; and

  • For-profit corporations in collaboration with a local unit of government for the redevelopment for resale of single family foreclosed housing.

  • Eligible Activities for this competition are:
  • Acquisition and rehabilitation of foreclosed or abandoned single family homes for resale to owner-occupants (all applicants);

  • Demolition of blighted structures for future redevelopment (land banks only);

  • Demolition of blighted structures for green space or for immediate redevelopment (all applicants);

  • Redevelopment of demolished or vacant lots for single family owner occupied housing (all eligible applicants);

  • Redevelopment of demolished or vacant properties for public facilities or public services (land banks, local units of government, and nonprofits only).
